Should Scientonomy tackle the question of the initial formation of a scientific mosaic?

While the case where a scientific mosaic diverges into multiple new mosaics is accepted to fall within the scope of Scientonomy, what about the hypothetical case where a scientific mosaic arises for the first time in a previously unscientific community? Is it within the Scope of Scientonomy to describe the original formation of a scientific mosaic or to identify the necessary elements of such an original mosaic? Can the existing laws and theorems shed light on initial mosaic formation?

In the scientonomic context, this question was first formulated by Hakob Barseghyan and Cameron Martin in 2018. The question is currently accepted as a legitimate topic for discussion by Scientonomy community.
